From what I can tell, the problem is not FS related... it is based on how FL studio handles internal routing.
Normally it sends only midi note data to the plugin - all other midi data are filtered out. In plugin wrapper settings you can select (enable) midi port to receive/send that additional midi data (like CC) from specific port.
So it is not really a bug, but a FL studio feature.

Normally FL studio controls VST parameters via internal controllers. Internal transmitter can be an automation line, dashboard knob or even a midi if you wish so. Then you can send that data to internal receiver, which is the VST parameter of a plugin, or various knobs/sliders directly in FLstudio.
