Phase lock loop Osc 2 to Osc 1

I'm trying to build a basic 3 osc synth where I can have Osc 1 play a base frequency, which can be tunable with a knob, and Osc 2 can play a selectable harmonic above the base frequency as well as be phase locked to Osc 1 (base freq)
Is this possible (hopefully easily) to implement?
