bug or a strange behavior (FS and SM)

I just noticed one thing, that can be considered as a bug I think. Perhaps this is Windows limitation (at least on my XP), but as far I remember, there were win apps that did handle it correctly.

When the screen resolution is smaller than the window/app dimensions (of exported exe), then the appearance is being shrink/cut to the screen resolution. If you up-size the app (rescale function), then more of rhe content is cut that way. If you down-size, then missing parts are on the screen. The problem is, that those parts that are being shring by the window borders - are not accessible.

So - making the window bigger than screen resolution or some automatic scroll-bars would be helpful.
